Douglas Kemp

Douglas (“Doug”) Kemp is the agency fiscal officer for the Office of Unified Communications (OUC). He is responsible for the formulation, execution, monitoring and reporting of the OUC Operating and Capital Improvement Plan (CIP) budgets. Although Kemp reports to the independent DC Office of the Chief Financial Officer (OCFO), he proudly supports the partnership between the OCFO and the OUC director, executive and management team.

Kemp began his tenure with the DC government in 2001, as an accounting systems manager with the District’s Office of Financial Operations and Systems, where he worked tirelessly to help ensure the integrity of the District’s official general ledger accounting system while also providing business solutions to many District government agencies. He also served as the agency fiscal officer for the Department of Housing and Community Development (DHCD), where his primary responsibility was to ensure that the agency’s budget was soundly developed and balanced and that all programmatic areas of the agency performed their operations within the established budget.  

Kemp brings a wealth of knowledge and experience, having also worked in residential, commercial, and mortgage banking. He served as district manager for H&R Block in both Baltimore and Prince George’s County. The Ohio native has a bachelor's in business administration from Adrian College, Mich. and is a graduate of John R. Buchtel University High School in Akron, Ohio. He is also the former treasurer for the National Forum of Black Public Administrators, DC Chapter, and a member of the Government Finance Officers Association.
