Biography
Wilma G. Matthias
Chief Financial Officer, DC Sports and Entertainment Commission 

Wilma Matthias was appointed Chief Financial Officer for the DC Sports and Entertainment Commission in August 2005. In this capacity, she provides oversight of the commission’s financial and accounting operations.

 

Prior to joining the commission, Matthias served as the deputy director for the Department of Housing and Community Development's Office of Program Monitoring for four years. In this role she served as the department’s compliance officer, and was responsible for ensuring that the department operated effectively and efficiently and expended its annual budget in compliance with US Department of Housing and Urban Development regulations, as well as other applicable federal and District laws. She was instrumental in redesigning one of the department’s major neighborhood and community services programs and improving its sub-recipient monitoring procedures.

 

In May 1998, Matthias established the Office of Internal Audit and Internal Security (IAIS) within the Office of Tax and Revenue. In July 2000, this office was expanded under the District’s Chief Financial Officer and is now known as the Office of Integrity and Oversight. As director of IAIS, she organized and directed audit and investigative functions. She directed the implementation of the background investigation program, tax fraud hotline, and management control program, as well as managed audits and projects that addressed significant issues in the District’s fiscal operations.

 

Matthias joined the District government in May 1997 as acting director of revenue accounting within the Office of Tax and Revenue. In this position she planned and directed the data purification efforts for business tax receivables, which resulted in the external auditor’s acceptance of the receivables balance and contributed to the District successfully receiving an unqualified opinion for fiscal year 1997.

 

Before joining the District government, Matthias served as an auditor with the US General Accounting Office (GAO) for approximately 10 years. At GAO, she managed various projects and audits that included reviews of District of Columbia issues and segments of Army and Navy financial audits.

 

Matthias is a certified public accountant and a certified government financial manager. She holds a bachelor’s degree in accounting and an associate degree in computer science from Point Park College in Pittsburgh, Pennsylvania.
