Biography 
Deloras A. Shepherd 
Associate CFO, Human Support Services Cluster 

In July 2002 Deloras Shepherd was appointed Associate CFO for the Human Support Services Cluster, which includes the District departments of Human Services, Health, Mental Health, and Parks and Recreation; the Child and Family Services Agency; DC Public Library; and the offices on Human Rights and Aging.

 

Shepherd joined the District of Columbia government in 1988 as controller with the District of Columbia General Hospital. In 1994, she served as agency CFO for the Department of Human Services, which at that time included the departments of health, mental health and child and family services, where she implemented the current methodology that the District utilizes to estimate amounts owed to Medicaid providers as part of its year-end financial activities. In 2001, Shepherd received the Chief Financial Officer’s Award and a CFO award for outstanding operations.

 

Prior to public service, Shepherd held positions with Howard University Hospital and Greater South East Community Hospital. She received a bachelor’s degree in accounting from Howard University and is a certified public accountant.
